4th street which is in the heart of the West Village in New York City which i live in & in the early 60s they opened up a lot of clubs from Folk Music to Blues which many are still there today which is right near the famous Washington Square Park which many people started to play music in & some made it to big time & the West & East Village is a great place to go to in the spring, summer & fall nights which is a must place to go to if you ever come to NYC...believe me..

I know it's a negative song, but I LOVE this song! Kind of like saying "F you" to someone without swearing. Everyone has had "that" friend at least once in life. For those unaware, 4th Street is likely a reference to 4th Street (parallel to University Avenue) in "Dinkytown" which is part of the University of Minnesota (Minneapolis) where Dylan started college before dropping out and moving to New York.
