In the context of the song, “border” can hold two meanings. Zayn wants his lady to be completely vulnerable with him. He wants her to break down her “walls”; her inhibitions that cause her to be afraid and timid.
Zayn can also be referring to crossing a line or “border” in their relationship. He wants to be adventurous and try things he’s never done with her before. Before he can, she needs to “take it off” – either “taking off” her insecurities or her clothes.
He’s expressed similar desires within Mind of Mine on a few tracks, including “TiO“ – an acronym for “Take It Off“ – on which he sings:
