This really is amazing story writing, every time I hear this I too get obsessed with that question, you really do want to find out what the hell he is building in there, it eats you up inside. And the whole atmosphere created by those clangs in the background and his voice makes it so eerie and, yeah, this is just perfect.

I interpret the song as a joke in itself, that we've become just as obsessed as the narrator with what this anonymous man is supposedly building. For all we know, he's just a normal guy, with a neighbour who's constantly questioning his every move. A neighbour who himself has become angry, paranoid and obsessed with what he doesn't know about someone else, thus alienating his own character. BWAHHH
